Funny story: We are housed in a 1940’s era nondescript building with bad plumbing, even worse electrical systems, leaky roof, sporadic heat (boiler) and no central air (all window units). A few years ago, the U decided to invest in new windows in our building (lipstick on a pig?). They are very nice. The only problem, the only place to install the window air units is in the only portion of the new windows that opens. So myt choice is a window that opens, or a window air conditioner. Because we do not have individual thermostatic control over the heat in the building, I opted for the window air. When I came in this morning (as with most mornings), it was almost 90 degrees in my office. It is 43 degrees outside. My air conditioner is running.

Wow, let me get this straight. The co-founder of the greatest Environmental Economics Blog in the World (over-reaching?), runs an AC with a heater for comfort? Is there some strange (negative)*(negative) = (positive) arithmetic I am missing? This is even more confounding since you are the one always bringing up the Tragedy of the Commons….Blowing my mind….

Rene, You have fallen prey to a common misconception…I am an environmental economist, not an environmentalist. Environmentalists will voluntarily internalize their own externalities. While noble, this screws up my inner economist. As an economist, I believe, and therefore act accordingly, that people act in their own self interests and without policy/regulation have no incentive to internalize externalities. Voluntary compliance, social norms, altruism, guilt just muck up the my simplistic neoclassical view of the world.
