I get the comment from Neil Adger, but the implication is that the AERE survey respondents don’t say what they think. The second one … What! … I don’t get.

John: read it without the “What”. I.e., “Do env economists think?” (I.e., we’er stupid). So the “What” is the narrator’s suprise. So “What! Do Env Economists Think????” because obviously we don’t.

That’s true Tim. Perhaps he is of the school that disdains repetitive punctuation, and then it’s a judgment call on whether the “?” or the “!” takes precedence.
