Would we save money over the long term if, instead of bankrolling repeated reconstruction efforts for these disaster-prone sites, the Federal government started buying the flooded properties outright and putting easements on them? Residential development would move inshore stepwise as sea levels rose, and taxpayers wouldn’t have to bail out the same people over and over.
